The Ginza subway line running east-west would still divide the third level of Shibuya Station in two north-south. However rather than opposing platforms, in this plan the Ginza Line platforms form an island and move to above Meiji Dori, between Shibuya Station and the building developed on the old Bunka Kaikan site. The ticket barriers for passengers getting on and off the Ginza Line located in the center of the station looking south face the central JR ticket barriers on the third floor across a vast concourse extending east to west. The east and west ends of this giant concourse contain upright shafts (escalators etc.) and are connected vertically to the different floors of Shibuya Station. |

Bus stops occupy the southern third of third floor, curling round the central JR barriers. Stops for buses headed toward Setagaya that previously occupied the West Exit forecourt have been moved inside Shibuya Station with the conversion of Route 246 to a bypass.
The northern third of the third floor on the other side of the Ginza Line provides an all-weather passageway between Mark City to the west and the new Bunka Kaikan to the east, in the process forming an exclusive retail space overlooking Hachiko Square and Patio Miyamasu.
